The Federal Board of Revenue (FBR) has officially notified the finalized income tax return forms for the Tax Year 2025, ending weeks of speculation and uncertainty for taxpayers across the country.
The announcement was made through SRO 1561(I)/2025 and SRO 1562(I)/2025, under which the FBR has rolled out simplified e-return forms for various categories of filers, including:
- Individuals
- Salaried employees
- Associations of Persons (AOPs)
- Companies
- Business professionals
According to the FBR, the move is intended to make the filing process more user-friendly, transparent, and accessible, encouraging a greater number of taxpayers to comply with annual return obligations.
Background of the Forms
The finalized tax return forms have been issued 40 days after the draft versions were first published on July 7, 2025. During this period, stakeholders and taxpayers provided feedback, which has now been incorporated into the final documents.
Concerns Over “Draft Phase” Returns
Some confusion had arisen earlier when the IRIS portal was made available for return submissions soon after the release of the draft forms. This prompted concerns among taxpayers about whether the returns filed during that interim period would remain valid or would need to be resubmitted under the finalized forms.
Tax experts, while speaking to Digital Media Publisher, have urged the FBR to provide clear guidance to avoid complications for early filers who had already submitted their returns before the formal notification of the final versions.
Access to the Forms
The finalized income tax return forms for:
- Salaried individuals, AOPs, companies, and business individuals for Tax Year 2025 can now be accessed on the FBR portal.
- A simplified electronic income tax return form for individual taxpayers has also been made available online.
Meanwhile, Digital Media Publications reported that the FBR has encouraged taxpayers to ensure timely filing ahead of the due dates to avoid penalties and to benefit from the simplified digital filing system.
Importance of Simplified Returns
Experts believe that the simplified system will particularly help small businesses and individual taxpayers. According to Digital Media Publisher, the redesigned forms are part of the FBR’s broader agenda to increase compliance and bring more people into the tax net.
Similarly, analysts quoted by Digital Media Publications highlighted that easier forms and clearer instructions can potentially reduce tax evasion and encourage voluntary compliance.
